Uniunea Europeana planuieste ca politistii sa monitorizeze web-ul
Politia din Europa ar putea, in curand, sa monitorizeze Facebook, Google sau Twitter, pentru a indentifica continuturi legate de terorism.
Un raport despre initiativa "Clean IT" a Uniunii
Europene releva un plan conform caruia agentii de politie sa
monitorizeze social media prin aderarea si participarea la grupuri
social media.
Oficialii UE pregatesc propuneri
pentru sisteme semi-automate de detectie si butoare care sa permita
utilizatorilor social media sa raporteze activitatea suspecta, a
informat The Telegraph. In plus, companiile internet se vor confrunta cu
noi obligatii de a monitoriza serviciile oferite in ceea ce priveste
materialele extremiste, potrivit documentului ajuns pe mana
publicitatii.
Initiativa UE solicita ca
sistemele de monitorizare si semnalare sa fie legate de agentiile de
aplicare a legii, datele fiind impartasite in intreaga Europa.
Proiectul
Clean IT trebuie inca sa ia in considerare masuri prin care sa
descurajeze anonimatul online, insa documentul ajuns pe mana
publicitatii sugereaza ca firmele de internet sa permita doar numele
reale ale utilizatorilor in momentul inregistrarii. Solicitantilor ar
trebui, astfel, sa li se solicite a furniza dovada numelui, sustine UE.
Grupurile
care militeaza pentru drepturile civile au avertizat ca acest plan ar
putea crea vigilantism online si ar putea conduce la suprimarea
libertatii de exprimare. Unii comentatori considera ca initiativa ar
putea provoca alarmarea companiilor internet, care au sustinut mult timp
ca ar fi imposibil si represiv sa fie fortate sa supravegheze web-ul.
Oficialii
din Marea Britanie in domeniul combaterii terorismului au fost
implicati in discutii in ceea ce priveste recomandarile finale care
urmeaza sa fie implementate de membri UE in urmatorii doi ani, insa
acestia si-au exprimat ingrijorarea cu privire la directia si competenta
proiectului Clean IT.

The Internet plays a central role and is of great strategic importance for terrorists and extremist networks. These networks know that propaganda is a critical tool for generating funding, recruits and support for their cause within these communities. Historically they have used a variety of media channels, such as television, radio and publishing, in order to communicate their views. During the past decade of huge global growth of the Internet, Al Qaida influenced extremists for example, have made increasing use of this medium. The Internet and its fast and anonymous means can contribute to individual radicalization processes. There are concerns about the use of the Internet for terrorist purposes and the misuse of legal / neutral websites. The question is if we can reduce the impact of the use of Internet for terrorist purposes, without affecting our online freedom. Therefore this project is based on a public-private dialogue.
